• Provide direction and strategy in developing the HR function towards a more proactive partnering with other BU’s
• Provide counsel and advice to management regarding Human Resources and Industrial Relations issues, and compliance with relevant laws and regulation
• Provide leadership and supervision to the HR & General Services staff and related administrative functions within Indonesia.
• Provide general advice and direction in the development and implementation of HR policies and procedures to senior management for all employees and contractors (Plc and PONSBV)
• Ensure compliance with legal and government HR reporting requirements
• Work in partnership with other HR management teams in achieving corporate and local goals
• Ensure the accuracy and immediacy of internal management and staff information and reports
• Develop a POI Organization structure and headcount for presentation to BPMIGAS under RPTK, securing all approvals for Cost Recovery compliance
• Assist management in the Indonesianization process re manpower
• Ensure that HSES requirements are reflected within the business
• Assist with the recruitment, mentoring and development of HR staff
• Possess a broad generalist background with exposure across employment law, compensation and benefits, organisational planning and development, change management, employee relations, and training and development
• Knowledge of Indonesian employment laws and regulations
• Experience in planning and developing RPTK for BPMIGAS, Manpower and Migas approval is highly regaqrded, as is a sound knowledge of expatriate staff matters in Indonesia

The incumbent will be charged with developing the existing HR group to proactively support Premier’s growing Indonesian business, giving advice and guidance to senior management within Indonesia. Areas of responsibility span recruitment and related formalities, manpower and organisational planning, industrial law and employee relations, compensation and benefits, learning and development, travel and payroll services. This position is the primary interface between the HR team and the operational business units across Indonesia.

Aside from managing internal relationships and acting as a senior management team member, the manager will also play a leading role in building relationships and conducting negotiations with external stakeholders such as government and regulatory bodies, JV partners, other PSC’s and embassies.

Required Skills/Knowledge/Attributes:

• Minimum 15 years of professional experience within a corporate Human Resources Department, 5+ years within a broad, senior position, Upstream Oil & Gas industry exposure highly regarded
• Familiarity with MS Office and HR information systems
• Fluency in English and Indonesian Bahasa
• This role is open to Indonesian passport holders, regardless of their work location

• Knowledge of Indonesian employment laws and regulations
• Experience in planning and developing RPTK for BPMIGAS, Manpower and Migas approval, and a sound knowledge of expatriate staff matters in Indonesia

• Strong team management skills within a performance based environment, detail focused but still aware of “Bigger Picture” agendas, flexible and able to prioritize multiple projects
• Confident, with gravitas in managing relationships with varied senior stakeholders, but able to mentor and develop junior staff, and motivate the HR team
• Possess the necessary cultural sensitivity and ability to empathise when dealing with issues within with a mixed origin workforce
